What is the best heating system for a house that is using propane and has an attic storage tank?

Wow is totally illegal anywhere I know to even store the propane tank inside the house, much less in the attic where the temps raise to a very dangerous level for combustable products..They would fine you heavily here and everywhere else I know of for this...
